Job Description

The Gold Coast’s waterways are at the heart of the region’s recreation, marine and tourism industries supporting more than 6,000 jobs and contributing $770m to the local economy each year. The Gold Coast Waterways Authority (GCWA) is a QLD Government statutory authority established to deliver the best possible management of the GC waterways, at reasonable cost, while keeping regulation to a minimum. The GCWA draft 10-year strategy has been developed after extensive consultation, to create a shared vision and blueprint to embrace the opportunity to be a waterways city. 
An opportunity now exists for an exceptional, visionary leader to deliver this strategy. Reporting to a dynamic, independent Board, the CEO will lead the organisation to:
  • Implement and engage broadly with stakeholders on the 10-year Strategy
  • Lead, manage and direct a high-performance team that promotes a values-based culture
  • Lead the Authority to implement place-based planning to meet current and emerging challenges in population growth and climate adaptation and delivering on government priorities.
  • Create a sustainable and resilient waterways network, lead in innovation, and apply evidence-based research to waterways management
  • Ensure the Authority can respond to emerging challenges through an agile and skilled workforce, collaborating deeply with State Government and City of Gold Coast
  • Be responsible for a budget of $30M pa in OPEX/CAPEX and a $190M asset portfolio
  • Champion, shape and implement change management processes and drive reform
  • Oversee compliance with legal and regulatory requirements
To be successful, you will be a proven senior leader with the ability to navigate complex, ambiguous, political, and regulatory environments. You will have extensive experience across the public, private and/or not for profit sector, with a strong background in strategy and policy implementation and service delivery. You will be a proven change leader at ease with competing and conflicting agendas able to lead change with agility and engage with ideas and innovation, whilst balancing risk.
