Job Description

Norfolk Island is an external territory of Australia administered by the Australian Federal Government. The Norfolk Island Regional Council (NIRC) [the Council] has responsibility for the delivery of local government services as well as some state services, under a Service Delivery Arrangement (SDA) between the NIRC and the Department of Infrastructure, Transport, Regional Development and Communication (DITRDC).
  
Work health and safety legislation is governed by the Employment Act 1988 (NI) and associated regulations. In order to operate effectively, this legislation requires the appointment of a Work Health and Safety Inspector.
  
The Work Health and Safety Inspector role is a contracted position reporting to the Manager Services and Manager Customer Service of the Council. The position is delivered under the SDA and the ongoing nature of the position is subject to funding under this arrangement. The current contract offered is from May 2021 until 30 June 2022.
  
Ideally this will be a contract arrangement through an ABN averaged at 20 hours per week for someone living on Norfolk Island or a FIFO arrangement two weeks on and two weeks off, ex Sydney or Brisbane. The annual package being offered is $60,000 and additional allowances are available, for example, vehicle and other travel allowances to attend work sites. All flights and accommodation expenses are funded for FIFO.
  
To be considered we are seeking candidates who have previous experience (min 5 years) in a regulatory WHS role in one or more of the following sectors: construction, transport, asbestos, stevedoring or public administration.  You will have experience undertaking workplace inspections, investigations and/or WHS audits and apply investigation techniques to identify non-compliance with WHS legislation.  You have an ability to analyse information and exercise judgement when providing advice on legislative, regulatory and procedural matters, and identify and escalate issues when required.  You will require well developed written and verbal communication skills and are able to work collaboratively with all stakeholders at a senior level to lead, drive and undertake preventative and awareness raising activities. 
  
Tertiary qualifications in WHS are preferred, including:
Diploma of WHS or similar is highly desirable, Diploma of Government (workplace inspections) or willing to obtain within 12 months of appointment, and a Cert IV in Govt Investigations is desirable.
