The Mill at Moreton Bay Priority Development Area (PDA) is a catalytic game changer for the Moreton Bay Region. Moreton Bay Regional Council (MBRC) has established the beneficial enterprise company MILLovate Pty Ltd to lead the vision and development for a greenfield land parcel within the PDA which is owned by Moreton Bay Regional Council. This land is made up of some 65 hectares of developable land. Adjacent to this is 110 hectares of koala habitat together with conservation and open space areas also owned by Moreton Bay Regional Council.
Located at Petrie on two train lines with a major university campus at its core, the site provides unique opportunities for education, employment, lifestyle and investment to support the region’s growing population.
MILLovate will oversee the successful development and activation of this landmark precinct including the strategic execution of the vision to a reality that drives economic and community benefit well beyond the Moreton Bay Region. The project is already underway with the University of Sunshine Coast (USC) Moreton Bay campus having opened their Foundation Facility in March this year. We are now seeking expressions of interest from suitably qualified and experienced candidates for the roles of:

- Other Property Development expertise, sympathetic to town centre and innovation precincts

Innovation and employment hub
A new innovation hub and centre of activity will create significant employment and investment opportunities never previously realised in the region. Previous investigative work has suggested the potential to generate 6,000 ongoing jobs and almost $1 billion in economic activity for the greater Moreton Bay Region, and $2 billion in industry output at a national level.
This project is essential to provide new job opportunities in the Moreton Bay Region, and to address local unemployment which is above the Queensland average. The Australian Government has already provided a grant of $35 million towards the essential infrastructure currently under construction or already completed on the site.
PDA fast-tracked development opportunities
The partnership with the State Government through a Priority Development Area (PDA) represents an opportunity for investors and industry to develop bespoke urban solutions.
Education and knowledge precinct
The Moreton Bay Region suffers from a significant under supply of tertiary education options. In 2014, there were approximately 19,000 students within the Greater Moreton Bay Region with only 6,000 student places at local universities.
Bridging the gap - the number of student places per resident in Greater Moreton Bay Region was 1% in 2014 compared with 7% for Inner, Western & Southern Brisbane areas (approx.). Around 90% of students in the Moreton Bay Region travel an average of three hours a day to attend university.
MILLovate will create a sense of community in the precinct allowing young people to remain in Moreton Bay Region close to their families for study and employment, it will create new and vibrant civic spaces for families and is now home to Australia’s first substantive greenfield university development in 20 years. The new USC campus was made possible through a loan of $120 million from the Australian Government to USC.
Environment and community
Any development of the MILLovate commercial precincts must be sympathetic to the creation of community facilities and enhancement of the adjacent leading environmental precinct.
Over 110 hectares of the total Moreton Bay Regional Council landholding has been earmarked for Koala conservation. In partnership with USC, council has transformed the health of the site’s Koalas which are now one of Queensland’s only growing urban Koala populations. This is an example of the benefits this project, with a University at its core, can have for Moreton Bay’s future.
