About the role
Reporting to the Head of IT Services, the ICT Operations and Cybersecurity Manager is responsible for ensuring the reliability, resilience and security of Parliament’s technology environment.

They will lead a team of ICT professionals who provide critical services to parliamentary committees, Members of Parliament, electorate offices and staff across the precinct. Their leadership will guide the delivery of essential ICT and Audio Visual systems that must perform consistently in a highly visible and high-expectation environment.

This role requires a leader who understands the significance of technology in enabling democratic process. Their decisions will directly influence the continuity of parliamentary operations, the safety of information assets and the overall confidence of stakeholders who rely on technology to carry out their work.

The manager will oversee daily ICT operations, manage incidents, strengthen cybersecurity posture and ensure that the organisation’s digital environment remains robust, contemporary and fit for purpose. This is an opportunity to contribute to work that has real impact for Queensland communities.

What you will bring
  • Demonstrated experience leading ICT operations within complex, multi-stakeholder environments.
  • Strong capability in cybersecurity operations, including monitoring, risk management, uplift initiatives and incident response.
  • Proven ability to build team capability, support staff development and foster a professional, positive and accountable culture.
  • Excellent communication skills and the ability to build trust and strong relationships with Members, executives, vendors and technical teams.
  • A calm, thoughtful and solutions-focused leadership style that supports sound judgement during operational challenges.
  • Experience managing vendors, service agreements and performance outcomes within a dynamic operational environment.
  • A commitment to service excellence, organisational improvement and the responsible stewardship of technology.
  • Relevant ICT qualifications or industry certifications that support effective leadership and technical oversight.
Key responsibilities
  • Lead five ICT product teams to deliver stable, secure and high-performing ICT and Audio Visual services.
  • Ensure the availability and reliability of systems that support Parliamentary Sittings, Committee Hearings and electorate operations.
  • Oversee the organisation’s cybersecurity operations including cyber hygiene, patching, threat monitoring, incident coordination and risk reduction activities.
  • Strengthen business continuity and disaster recovery planning and act as the escalation point for significant ICT incidents.
  • Guide vendor management and ensure service delivery aligns with organisational priorities and expectations.
  • Improve ICT service management processes, communication and overall user experience for Members, staff and stakeholders.
  • Build trusted relationships across the Parliamentary Service and ensure technology-related advice is clear, timely and practical.
  • Support staff development, foster a culture of professionalism and ensure the team is equipped to respond to current and emerging technology needs.
