Toowoomba is a region of rich tradition and bold ambition. As Australia’s second largest inland city, it continues to evolve as a vibrant service hub for South West Queensland and North West New South Wales. With strong population growth, significant infrastructure investment and a diverse economic base spanning agriculture, energy, health and education, Toowoomba Regional Council is focused on shaping a thriving, liveable and future-ready community.

Toowoomba Regional Council employs approximately 1,600 people and serves a growing population of more than 178,000 residents. At the heart of its success is a commitment to strong leadership, a positive organisational culture and delivering high quality services to the community.

Toowoomba Regional Council is embarking on a major organisational transformation designed to create a more aligned, accountable, efficient and sustainable organisation.

The vision is simple but ambitious: One TRC. An organisation that is more connected, collaborative and future-focused.

To deliver this vision, Council is seeking two roles being a Program Lead – Organisational Change and a Program Lead – Change Communication.

Program Lead - Organisational Change
Reporting to the Head of Transformation and Change, this role partners with leaders, employees and stakeholders to guide successful change across services, systems and culture. By building organisational capability, fostering engagement and supporting the adoption of new ways of working, the Program Lead helps ensure Council remains responsive, sustainable and community-focused.
The ideal candidate is a experienced organisational change leader with a proven track record delivering large-scale transformation across complex and diverse environments. Combining strategic thinking with a hands-on approach, they bring extensive experience in change management, stakeholder engagement, business readiness and sustainable outcomes. They are confident influencing senior leaders, building capability across teams and navigating ambiguity to achieve sustainable outcomes. With strong communication, coaching and problem-solving skills, they can translate complex impacts into practical solutions that support successful adoption. Driven by accountability and a commitment to continuous improvement, they are passionate about helping organisations and communities thrive through positive and lasting change.

This is an opportunity to shape lasting change that strengthens the organisation and enhances the services delivered to the region.

Hybrid working arrangements are available. However, this is a highly relational role requiring meaningful engagement with leaders, teams and stakeholders across the organisation. Candidates should expect a regular on-site presence rather than a predominantly remote arrangement.
